Mr. Bloomburg was a school inspector that Reynie knew before he inspected L.I.V.E. and went missing. He was brainswept by Mr. Curtain, and was subsequently given the name Harry Harrison, and made to work as a Helper.

Mr. Bloomburg is only mentioned in The Mysterious Benedict Society. Reynie said he was a kind man with children.

He speaks with a deep, bullfroggy voice. The head of Stonetown Orphanage, Mr. Rutger, always dreaded visits from Mr. Bloomburg, fearing that he would find something wrong with the orphanage and foot the bill. Mr. Bloomberg, however, was not inclined to make trouble and was generally very nice to the children on his visits. He was very talkative and would constantly chatter to anyone who would listen, particularly about his children. Before leaving the orphanage, he would give the kids ginger snaps. However, he disliked what he learned about how things were handled at L.I.V.E. and thus was planning to make a report, but was captured and brainswept before he could leave Nomansan Island.

Meeting Mr. Bloomburg on the island caused Reynie to realize that Mr. Curtain had the power to suppress people's memories.

In Depends on the Wagon, the third episode of the first season of the mystery adventure television series based on the young adult book series by Trenton Lee Stewart was when he makes his live-action appearance as Arthur Bloom.
